Council van caught parking on double yellow lines: 'hypocrisy' criticism - COMMENT ON THIS STORY

SCARBOROUGH Council's parking regulations have been branded "hypocritical" after a parking attendant returned to a council vehicle on double yellow lines.
The council has defended the worker's actions, claiming his vehicle was on "official business".

Jeff Bond, a 49-year-old falconer from Burton upon Trent, Staffordshire, who is currently facing a County Court summons and a £95 fine after visiting Scarbor-ough in February, said everyone should be treated equally.

He said: "I'd use that picture in my defence. If he's on double yellow lines and he is parked then he should be given a ticket. It's double standards."

Mr Bond was initially given his parking ticket after parking at the back of Swan Hill Road but he claimed the double yellow lines were illegal because they had too many breaks in the paint, no T-bars and no signs informing people of the restrictions.

John Riby, Scarborough Council's head of technical services, said he was aware of Mr Bond's case but could not comment on individual cases.

He added: "The civil enforcement officer concerned was engaged in operational activities for which dispensation is permitted under the regulations.

"But I would agree that the way the vehicle was parked was not appropriate and steps have been taken to ensure all enforcement officers are reminded to exercise due care."

Scarborough Council now has 16 full-time civil enforcement officers who patrol the streets between 8am and 8pm every day – longer than before the new regulations came into force.

They work in shifts and use cameras and hand-held computers to help gather evidence for penalty notices and fines range from £50 to £70. The council reduces this by half if the motorist pays up without question.

The new regulations were introduced by the council in April after the Government said local authorities must impose harsher penalties on motorists.

The civil enforcement officers' new powers, which were introduced on April 1, mean they can:

l Inform police of criminal traffic acts

l Report abandoned vehicles

l Report vehicles with no valid tax disc

l Do on-street enforcement surveys

l Manage on-street parking places, traffic coning and builders' skips

l Inspect and report defects in parking signs and equipment

l Issue warning and information leaflets, provide witness statements and appear before adjudicators.

this is making my blood boil, the bloody council at it yet again, how can they not issue a ticket for this van, i dont care if it is parked on business, its parked ILLEGALLY. These wardens must have been told not to give tickets out to one of their own.

If this had been anyone else his book would have been out and a ticket slapped straight onto windscreen faster than you can say boo. This double standard problem needs addressing, there is only so much we cant take Scarborough Council, uve been warned!!!!

I agree Mr Benny - More disgusting actions by the pointless and stupid SBC - they are a total laughing stock and a disgrace - i hope they read this and are ashamed...Absolute DUMB idiots work for SBC, simple as that.

Whether on official business or not, they should lead by example. Had it been a member of public they would be ticket because they may be causing an obstruction etc but the council may be doing the exact same thing but can use the excuse, well we were on official business end of.

I can see the point the council are making about the vehicle being on official business, however you should lead by example. The enforcers vehicle should have been parked somewhere more appropriate, and not on a pavement.
I can think of only a few occasions where they would have to park on the lines, but it does not look good for the council.

This just goes to show what everyone has been saying for along time, there is hardly anywhere to park that hasn't got lines, or is FREE. However we can't do what this SBC workman has, or we would get a ticket.

You can see this type of vehicle owned by SBC parked all over the town when the men are out working. A great many are parked on the paths. So they all must be exempt from getting a ticket.

no but i pull up for two minutes outside euronics,this was to pick up something heavy,had to wait two minutes as they were dealing with an elderly person,come outside the flaming wardens just doing the ticket,i said carnt you see ime loading this,she just smerked and gave me the ticket,yes i complained,still had to pay the flipping thing though,it makes me sick,sh.t on us again,what can we do,NOTHING,thats what,because they talk posh,wear stupid suits,i am worth ten of them,as are all of you,get rid of the flipping lot,

Whether parked on yellow lines or not, parking on the pavement is an offence. If anyone injures themselves walking past a parked car or vehicle on the pavement can claim against the person who parked it.
I hope Mr Bond takes the picture to court with him.
