JOHN Riby, of Scarborough Council, says that parking offences have been pursued vigorously.
You bet they are. I left my car at 9am one morning, and returned to find a ticket timed at 9.01am.

Last Saturday I parked in the same street and saw a warden appear from around a corner at 9am.

Talk about Big Brother.
