Heavy on-the-spot fines for violent yobs

AS AN older member of society who possesses a fairly strict attitude in life, I can quite categorically state that today's yobs seem more violent and unpredictable from that I can ever remember throughout my previous years. I have seen all kinds of unruly behaviour on my travels, even in my era, when I was some sort of Teddy boy!
I personally think anyone who is caught carrying a knife or any implement that could be regarded as threatening or intimidating, or who are caught vandalising any property etc, should be heavily fined on the spot. If they are under 16 years old, their parents should be heavily fined on the spot, as they are ultimately responsible for their actions, with no questions asked! Like motorists are fined on the spot, for traffic violations and there are no questions asked.
Most of the general public do not carry any threatening weaponry around with them, but the people who do can only be looking for trouble.
It’s a poor man’s excuse to state that “it’s for my own protection” or “I am bored”. If fining these people fails, the authorities should bring back two-year conscription, and implement it, that would give them something to do!
